* This course is certified by the JAAF and World Athletics.

Competition Rules

  • The races will be conducted in accordance with the rules and regulations of the World Athletics, JAAF and the Race Organizer.
    As this race is an elite label recognized by the WA, the WA Road Race Label Regulations and the WA Advertising Regulations will be applied.
    Doping control will also be conducted in accordance with the World Athletics Anti-Doping Regulations.
  • To the all elite para athlete,the World Para Athletics Rules and Regulations and the competition rules of the Tokyo Legacy Half Marathon will be applied.
    Doping control will also be conducted in accordance with the World Para Athletics Anti-Doping Regulations.

Cut-off Times & Start Times

  • Half Marathon: 3 hours
    Start 8:05 a.m.
    End 11:05 a.m.
  • Wheelchair: 1 hour and 40 minutes
    Start 8:00 a.m.
    End 9:40 a.m.

* The time is based on the gross time, ranging from the start gun

* Due to traffic, security, and operational concerns, there are some cut-off points on the course.
Outside of cut-off points, those who lag excessively behind may be asked to drop out the event.

    • 9:30 a.m. at Sudacho intersection (8.5km)
    • 9:53 a.m. at Sudacho intersection (11.5km)
    • 10:22 a.m. at Iidabashi intersection (15.3km)
    • 10:50 a.m. at Yotsuya 4chome intersection (19.1km)
  • Wheelchair
    • 8:55 a.m. at Sudacho intersection (11.5km)
    • 9:31 a.m. at Yotsuya 4chome intersection (19.1km)

Eligibility

18 years old or older on the race day and who fulfills the following conditions and whose participation is approved by the organizer.
*This includes those who have been granted the right to run in events conducted by the organizer.

  • General Entry(Men, Women and Non-binary): Eligible to finish the race under 2 hours and 40 minutes.
  • People with Disability(Men, Women and Non-binary): Eligible to finish the race under 2 hours and 40 minutes.
    * One guide runner per person is permitted based on the conditions set forth by the organizer (no guide animals allowed).
  • People with Disability (wheelchair/Men, Women and Non-binary): Athletes who can finish half marathon under 1 hour and 40 minutes in a racing wheelchair.
  • Student Team Entry

    * 7 to 10 students can enter as a team.

    * Students must show their student ID at Packet Pick-up.

  • Semi-Elite Athletes
    • Japan
      • Athletes, registered with the JAAF in fiscal 2025.(Men and Women)
      • Athletes(Men and Women) who meet the following time criteria in the JAAF certificated race or World Athletics Label Road Race with official records from May 1, 2023 to April 30, 2025.
           Men's Half Marathon: Under 1hour 20minutes 00second
           Women's Half Marathon: Under 1hour 40minutes 00second
    • Overseas
      • Athletes(Men and Women) who meet the following participation criteria in the World Athletics Label Road Race with official records from May 1, 2023 to April 30, 2025.
           Men's Half Marathon: Under 1hour 20minutes 00second
           Women's Half Marathon: Under 1hour 40minutes 00second

    * One guide runner per person is permitted based on the conditions set forth by the organizer (no guide animals allowed).

  • Elite Athletes
    • Athletes(Men and Women) who registered with the JAAF in fiscal 2025 who meet the requirements set forth by the JAAF.
    • Invited Athletes ( Men and Women / national and international runners nominated by the organizer and/or the JAAF.)
  • Elite Para Athletes
    • Athletes(Men and Women) who registered with the Japan Para Athletics (JPA) and/or Japanese Para Sports Association (JPSA), have a valid classification and meet the requirements set forth separately.
    • Invited Athletes (Men and Women / national and international para athletes nominated by the organizer and/or JPA/JPSA.)

    *The entry fee for students such as university students, graduate students, and vocational school students will be half, 6,600 JPY (Entry, handling fee and tax included).
    *Donation for Noto Peninsula Earthquake(500 JPY) are gratefully accepted.
    * A transaction fee (14%) will be charged.

  • Selection
    Selection are as follows and the selection will be announced through the "My Page" of Run Japan.
    • 1,500 places will be for peoples with disabilities. Once the entry exceeds the field size, the entry will be chosen by random drawing.
    • ONE TOKYO Premium Member Entry
      • Once the entry exceeds the field size(1,200), the entry will be chosen by random drawing.
      • If the ONE TOKYO membership code and other information is not entered, incompletely entered, or mismatched with the membership information, the entry will not be eligible (not selected).
      • This includes the ONE TOKYO Premium members who were not selected as the Semi-elite(domestic).
    • General Entry
      • Once the entry exceeds the field size, the entry will be chosen by random drawing by following flows.
      • This includes runners who were not selected as Semi-elite or ONE TOKYO Premium members.
      • Early Bird for Women : This is for women and the field size is 5,000.
      • Tokyo resident draw: This is for runners who entered through the domestic site and residents of Tokyo (at the time of entry)

    • Student Team Entry
      • Each team has 7 to 10 members, with a maximum of 200 participants to be selected on a first-come, first-served basis.
      • All members must be students and must show their student ID at the Packet Pick-up
      • The representative of the team must entry for all members at once.
    • Charity Runners
      • Athletes who have endorsed charity through sports and donated the specified amount to the respective charity organization between 11:00 a.m. on April 25, 2025 and 5:00 p.m. on May 23, 2025, and wish to participate.

      * If the entry exceeds the field size, runners will be switched to Semi-Elite Athletes

    • Semi-Elite Athletes
      • Screening will be conducted by the following conditions and if the entry exceeds the field size(200), selection will be made from the top of the official record.
      • Runners who are not selected will be eligible for the other Entry by random drawing. (The entry category will be "General Entry".)
        Domestic: After completing your entry, please enter your information in the JAAF Entry System as well to confirm your eligibility (official records).
        Overseas: After completing your entry, please submit data of your record certificates that meet the eligibility requirements.

      * Information about procedures for confirming records is scheduled to be provided on Tuesday, May 13.

  • Payment
    • Selected runners and entry ticket holders must complete the event fee payment by the deadline.
      The entry will be void if payment is not received by the deadline.
      Domestic:The event fee can be paid by credit card, PayPal, AmazonPay, RUNPO payment, payment at convenience store , and ATMs that accept Pay-easy.
         You can check the receipt for the event fee in My Page of Run Japan My Page or the "statement" or "invoice" issued by your credit card company.
      Overseas:The event fee can be paid by credit card, PayPal, Alipay and Union pay

  • Others
    • If you'd like to have a guide runner, you need to apply for a guide runner.
    • Japan) In the event of a vacancy, an additional selection may be held for runners who meet the following criteria.
    • ONE TOKYO membership number must be entered at the time of entry.(*except for an incompletely entry or mismatch with the membership information
    • Must be a ONE TOKYO Premium member as of July 1, 2025.

Records

  • Elite Athletes, Elite Para Athletes, Semi-Elite Athletes and Wheelchair records are based on gun time (gross time).
  • All others except for above, both gross and net time records will be used.

* You may be disqualified if there are missing time records.

Award

  • Elite Athletes: the top three men and women
  • Elite Para Athletes: the top three men and women (Award for each classification will be separately announced.)
  • Semi-Elite Athletes: Semi-elite top three men and women
  • Next Generation Athlete: The top man and woman who registered athletes of The Inter-University Athletic Union of Japan

Prize

Prize money shall be separately defined based on overall performance of the each elite athletes and elite para athletes.

Event Cancelation Guideline

  • The event is subject to cancellation if a cancellation request is received from respective authorities and agencies.
  • The event is subject to cancel due to natural disaster or in a situation in which delivering a safe event is difficult.

  • This event shall adhere to all national laws and regulations.
  • All participants must agree and abide to all regulations for entry.
  • Please participate in the event fully prepared.
  • This outlined information is set forth for the Tokyo Legacy Half Marathon 2025.

Event Regulations

  • This event will be carried out while abiding to all domestic laws and regulations.
  • The Race Regulations, and Entry Regulations, in addition to the Event Regulations, will apply.
  • Except in the event of intentional or gross negligence, the organizer shall not be held in any way responsible for any of the following.
    3-1. Illness, an epidemic and/or accidents (except emergency treatment).
    3-2. Loss and/or damage of personal property.
    3-3. Late arrival to the race due to trouble with public transportation and/or poor road conditions.
  • In order to execute safe event, the event organizer will enforce traffic control in the vicinity of the event.
  • Runners are required to follow the instructions of the event organizer. Otherwise, will be disqualified from the participation in the event.
  • The course is certified by JAAF and World Athletics.
    We will not accept any claims against the course measurement or the distance based on personal devices, such as, GPS tracking device.
    Also, you may be disqualified for missing timing mat record and/or if short-cut is discovered.
  • The times will be recorded using Timing Tag attached to the back of the bib. Note, depending on external condition and influence, the timing may be affected. Note that there may be missing records due to environmental influence, and they are by no means 100% guaranteed that they will record all times.
  • Due to traffic, security, and race management, there will be a closing time at each checkpoint. Runners who fail to pass the checkpoint by the designated time will be asked to stop the race. In addition, runners who are extremely late at any point other than checkpoints will be asked to stop the race at the discretion of race officials.
    * Please refer to the Runner Handbook for checkpoint locations and closing times.
  • The organizers reserve the right to publish and control the images, photographs, articles, records, location information, runners' names, ages, and addresses (country, prefecture, or ward) that include the runners' appearance during the race on TV, newspapers, magazines, the Internet, etc.
    The organizer may provide such information to the Tokyo Legacy Half Marathon 2025 co-sponsors, managing organization, operation support, supporting organizations, official Partners, as well as to various media for the purpose of compiling record rankings, etc., and the runners hereby consent to such use.
  • The event organizer, in recognition of the importance of protecting personal data, abides to all laws and ordinances concerning the protection of personal data, and adheres to the event organizer's privacy policy when handling personal data.
  • Medical first aid services provided at the Tokyo Legacy Half Marathon will be as follows.
    11-1) Medical stations will only be available during their respective opening hours.
     * Medical station in the National Stadium will be open from 6:30 a.m. to 12:30 p.m. (provisional)
     * Medical stations on the course will be open from the time the first runner passes until approximately 15 minutes after the last runner passes.
     * Opening hours are provisional and subject to change. The closing time may also change depending on usage.
    11-2) The scope of medical management at the medical station in the National Stadium is limited to runners inside the National Stadium and along the runner traffic lines designated by the organizer.
     * General restricted areas and runner traffic lines will be published in the Runner Handbook.
    11-3) The organizer will take appropriate measures to deal with injuries and illnesses during the event to the extent possible on site.
    11-4) If necessary, the patient will be transported to a hospital by ambulance or rescue vehicle. (Medical fees at the hospital will be borne by the patient.)
    Please note that if the patient refuses to be transported to a hospital, we may ask for the patient's consent in writing as a record of the patient's "refusal to be transported based on the patient's own will".
    11-5) Compensation may be paid for injuries or illnesses that occur while participating in the event.
     * A medical certificate (original) from a doctor will be required. Please note that this is not an insurance to cover medical expenses (treatment expenses).
    11-6) If the patient is transported to a hospital, we will be requesting the hospital to provide information on medical records.
    11-7) During first aid responses, lifesaving activities will be given the highest priority and may be handled by the opposite sex. (Such as use of AED, chest compressions, and treatment at first aid stations.)

Race Regulations

  • Dressed in clothing or wearing a gear that may be dangerous, hurtful or cause other runners to fall; and/or running with the whole part of the face covered.
  • Dressed inappropriately for a sports event or in clothing that is unpleasant to other participants or spectators.
  • Clothing for the purpose of political or religious assertions or propaganda, as well as advertising.
  • Clothing for the purpose of promoting or advertising an individual name, a specific region or an organization that the event organizer does not acknowledge.
  • Use of articles that could cause other participants to mistakenly recognize as a starting signal and cause confusion to the race management, or use of a devices with strong sound volume that may disturb others.
  • Acts that causes a delay to the start of the event, such as, dancing, performance, playing instruments, standing near the start or finish lines, or in the streets along the course.
  • Soliciting monetary contributions, signatures, etc.
  • Preventing pedestrians from crossing the course or obstructing the passage of emergency vehicles at certain points, when and where they are allowed to do so.
  • Obstructing the race by failing to follow the instructions by the race officials and referees.
  • Bringing a guide runner not approved by the event organizer. Also, guide/support animal is not allowed.
  • Changing clothes in undesignated locations and/or urinating or defecating at places other than toilet facilities.
  • Occurrence of affair other than those listed in numbers 1 through 11 that the event organizer determine inappropriate for the event.

Handling of Personal Information

Entry Regulations

  • To participate in the Tokyo Legacy Half Marathon, you must register with Run Japan(for free) firstly.
  • Please refer to your My Page of Run Japan for entry status, selection results, event fee payment, Runner Handbook, isuue of record certificate and more.
  • Multiple entries from same person are not allowed. If discovered, the entry will be revoked, and payments will not be returned, even if the discovery is discovered after the payment has been completed.
  • If you would like to support the 2024 Noto Peninsula Earthquake relief efforts through the Tokyo Legacy Half Marathon, donation(500JPY) are added to the entry fee.
    All donations received will be sent to the Committee for the Distribution of Donations in the 2024 Noto Peninsula Earthquake Disaster affected areas through the Japanese Red Cross Society.
    * The purpose is to support the 2024 Noto Peninsula earthquake relief efforts, so it is not affect the selection's result.
  • If a false name, date of birth, sex, qualification time etc are discovered, you wii be disqualified and rejected to participate in the event. Please make sure to review all registered information is correct through My Page before completing your entry. If you'd like to participate in the event as a JAAF registered runner, please make sure to complete your JAAF registration prior to entry and be sure to enter the correct information. If there are any issues, the event organizer may contact you by email or phone.
    * Those who entered as a JAAF registered runner will be verified as a registered member of the JAAF for the 2025 fiscal year after payment.
    As you will not be notified of the result of verification, please make sure that you are registered with JAAF before entering the event.
    If you are not registered or if we cannot confirm your registration due to incomplete information, we will transfer your registration from "JAAF registered runner" to "General Entry" and the record may not be certificated as by JAAF.
  • To apply for ONE TOKYO Premium Member Entry, you must be a ONE TOKYO Premium Member and enter your ONE TOKYO Membership Number. (Japan only)
    * If the membership code and other information is not entered, incompletely entered, or mismatched with the membership information, the entry will not be eligible (not selected).
    * Entry and participation in the Tokyo Legacy Half Marathon will not be reflected in your ONE TOKYO member information.
    * An additional selection will be for only ONE TOKYO Premium Member, not ONE TOKYO GLOBAL member.
  • Runers who participate as students must show their student ID (Copies are not accepted) in addition to valid photo ID at the Packet Pick-up.
    If you cannot show student ID, you're not eligible for participating but the event fee will be refunded
    * Donation and handling fee etc. are not refunded.
  • It is not permitted to change entry gates or start from a different corral.
    * The start corral will be set based on the time declared at the entry registration.
    * Please note that the corrals may be different even for the same declared time.
    * The "Students Team" is the same as above, so they may not be in the same corral.
  • The organizer will not be held responsible for any late entry due to error caused by certain PCs, browsers, operating systems and/or poor Internet connectivity.
  • Email delivery check for the registered email address will not be conducted. Note, the organizer will not be responsible for any inconvenience or loss due to trouble with the device (malfunction), system/email setting, failure to receive email and/or change in email address.
    * Please make sure to update your email address through the My Page in case of address change. Depending on the situation, the My Page may not be accessible. In that case, please directly contact the entry desk.
  • Entry desk will not accept any contact regarding entry status and/or entry result. Please refer to the "My Page" of Run Japan for your entry result status.
  • If payment is not received by the deadline, the entry will automatically be cancelled, and participation in the event will not be allowed. Also, entry right and bib may not be sold, auctioned or placed in the market, nor may they be used for campaign selling. If discovered, the entry will be revoked with no refund of the event fee (including donation).
  • Entry through a travel agencies not approved by the event organizer are not allowed. If discovered, the entry will be voided and the entry fee (including donation) is not be refunded.
  • Participation other than the entrant (proky to run, transfer of rights) are not allowed. Please be sure to bring valid photo ID to packet pick-up (held over 2 days prior to race day) to complete in-person verification.
  • All participants in the disability division must present a valid photo ID as well as a physical disability certificate or other proof of disability.
    * Certificate issued by oficial organizations is also acceptable.
  • If the event is canceled, the entry fee will be refunded as follows. There will be no alternative options available, such as entry deferral or special treatment in a future event.
    * The 2024 Noto Peninsula Earthquake Donation (500 JPY) is not refunded.
    • If the event is canceled by September 19, 2025 for the reasons listed below, 20% of the subject amount will be refunded.
      • Cancelled due to earthquake, snow storm, typhoon, and other natural disasters.
    • If the event is canceled following September 20, 2025 for the reasons listed below, 100% of the subject amount will be refunded.
      • Cancellation due to snowstorm, flood due to heavy rain, building destruction due to strong wind, lightning strike, tornado, and/or fire along or near the course, causing course blockage.
      • In the event of a cancellation due to a warning issued by a government agency to the Tokyo Metropolitan Government or one of its municipalities after Saturday, October 18, 2025, as a result of a typhoon making it unsafe for runners to participate.
      • When police or other government agencies order the cancellation of the course for reasons other than those listed in 15-2-1 & 15-2-2 above, and/or when the course is deemed unsafe due to physical obstacles.
      • Cancellation due to earthquake magnitude intensity 5 lower or more in Tokyo.
  • Those who would like to cancel the race due to runner's own pregnancy or childbirth will only be transferred to the future race if they agree to the conditions and precautions for transferring their rights.
    In addition to the procedures for transferring rights, the following conditions and precautions will be anounced.

    Conditions to be transferred
    • Documents about pregnancy or childbirth are requied to be submitted.(Copies or photos are acceptable)
    • The event fee and other expenses are not refunded. In addition, you are required to pay them again at the event you’d like to run instead.
    • To be transferred is limited to one time only, for any reason.
    • The event to be transferred is either Tokyo Legacy Half Marathon 2026, 2027 or 2028.

    * To be transferred due to illness or injury is not acceptable.

  • Excess payment, double payment, violation of the rules, and withdrawal of the entry at the participants' discretion do not qualify for a refund. There is no entry deferral or special treatment for a future event.(Except for pregnancy or childbirth)
    * Overpayments or duplicate payments of the registration fee will be refunded(Except for handling fee.)
